William "Bill" Whelden Dugan

William (Bill) Whelden Dugan, 87, of Sagle passed away on Saturday, Feb. 15, 2014 at Luther Park in Sandpoint from renal kidney failure. A memorial service with military honors will be held at the Church of Christ, 1331 Cedar Ave. in Sandpoint on Saturday, April 12, 2014 at 11:00AM. He was born March 27, 1926 in Lexington, MA the son of Francis and Julia Dugan. He attended high school in Dorcester, MA and at 16 did various jobs including welding in the naval shipyards in Boston. He enlisted in the U.S. Marine Corps during WWII and saw action in the Pacific. Bill was wounded in Okinawa and received a purple heart. He served his country from 1943-1949. He enrolled at Rutgers University in their alcohol studies program and did alcohol education, group counseling and DUI evaluations. Bill went on to be a program director and wrote a proposal for a drinking driver program which was adopted by the state of New York. In 1992 Bill and wife Doreen moved to Sagle, Idaho to be near her parents. He built his present home and work shop where he loved to do wood working. He joined the Marine Corp League Detachment 1110 and was active until his health declined. He is survived by his wife Doreen; children: Cheryl McDonald, Bill (Linda) Dugan, Jr., Richard Dugan, Jeanne (Ken) Robinson; step children: Denise Ducken, Lance (Candace) Hull, Sean (Margo) Kelly; grandchildren: twin boys Rory and Ryan McDonald, twin girls, Ashley and Amber Dugan, William, Hannah Robinson and step-grandchildren: Joanna, Becky, Curtis Ducken, Natalie Hull, Aspen Forest, and Kaelene Kelly. He is also survived by his brother: George Dugan and nephews: Roland, George, Paul, Mark Dugan and a great niece and several great nephews, and by his yellow lab Maggie. He was preceded in death by his parents, brother Frank, nephew Bill Dugan and sister-in-law Jeanne Dugan. The family suggests memorials be given in Bill’s name to the Marine Corp League or the Panhandle Animal Shelter.
